Célia Meunier is an Expert GIS Engineer and project manager, holding a Master’s degree in geomatics and territorial project management. She has over 27 years of experience in processing, analyzing, and visualizing spatial data, with solid expertise in spatial multicriteria analysis, the structuring and management of complex geographic databases, as well as the implementation of GIS platforms and data collection and reporting tools.After five years at the Office National des Forêts du Gard, where she developed their Geographic Information System, she joined in 2003 the engineering firm Stucky in Nîmes (renamed Tractebel Engineering in 2013). She participated in numerous complex projects in environmental management, hydrology, hydraulics, renewable energy, flood risk, and industrial safety, handling all GIS-related aspects, integrating data into decision-making processes, producing high-value maps and analyses, and, depending on the project, taking responsibility for overall project management and coordination of multidisciplinary teams.Célia also has significant international experience, with missions conducted in several countries, notably in Africa, supporting projects financed by the World Bank, AFD, and IFC. She has worked on environmental (ESIAs, PGES) and technical studies, territorial vulnerability analyses, spatial diagnostics, and habitat mapping, facilitating participatory workshops and ensuring the effective integration of local issues into planning decisions. Célia joined Oryx Expertise in 2025, where she continues her work as a GIS expert and contributes her cross-disciplinary expertise across a wide range of projects.
